| The WORK AHEAD ALL Housing is Needed | Deliverable due May 22 for May 28 Meeting: Each task force prepares THREE solution/legislative examples: 1. Aspirational 2. Achievable 3. Low-hanging fruit Consider: Policy implications · Financial side · Impact level · Intended & unintended risks GOAL: July 2026 – A Legislative Housing Priority Platform endorsed by the Coalition GOAL: Late Summer / Fall – campaign to enlist greater support and candidate adoption of the platform |
| TASK FORCE BREAKOUT SESSIONS |
| Task Force #1 — PROCESSES▸ Data Reporting & Permitting System Efficiency Permit/plan review · Inspections · Licensing · ▸ Zoning & Regulatory Reform: ex. Residential-in-commercial zoning (feasible). Reform aimed at Local Government. Ex. Proposal: Create a FUND for Local Gov’t to adopt positive zoning/codes/land use rules leading to abundance. Personnel: Rhiannon · Lana · Carlos · Garrett R. · Parajon · Veronica · Jordan · Nathaniel · Melanie · Roger · Natalie Florence · Natalie Greene |
| Task Force #2 — STRUCTURAL EQUITY▸ GRT / Taxation on Housing Development Ex. CHALLENGES: ▸ NM imposes double the GRT of surrounding states for comparable housing. When municipalities express concern about a diminished tax base, remind them the base has already functionally increased due to cost increases. Note: overly regulated with high licensing requirements.▸ ▸ Ex. Property Tax “Lightning” Issue – Major impediment since 2024: Prop Tax spikes triggered at the point of sale due to new assessments. ▸ NM risk: losing deal-flow churn. Rural NM needs set-asides, credits & programs beyond the Rio Grande corridor. Personnel: Miles · Alan · Todd C. · Mack · Laura · Rep. Parajon · Giovanna · Josh R. · Roger · Natalie Florence · Natalie Greene |
| Task Force #3 — ABUNDANCE & CAPACITY BUILDING▸ Key Focus Areas ▸ Workforce development · ▸ Public infrastructure investment (offsite & onsite) ▸ developable land pipeline: site & build-ready land ▸ Growing the coalition · (Center housing equity and justice ethos alongside builder/developer needs) · Personnel: Mack · Rep. Parajon · Miles · Nathaniel · Natalie Florence · Natalie Greene |
| STRATEGIC FRAMING NOTES |
| Solution Based on Client | The client is the NM resident. All strategy and solutions must center on their needs. |
| Statewide Solutions | Approaches must work beyond the Rio Grande corridor — rural NM must be fully included. |
| Strategy Defines Methodology | Leave room for strategy. Strategy defines methodology — not the other way around. |
| Collaboration Over Competition | Shared accountability framework. People over egos — the mission matters more than squabbles. |
| Housing = Largest Social Impact | Housing is the largest driver of social and economic growth in New Mexico. |
