TASK FORCE BREAKOUT SESSIONS
Task Force #1 — PROCESSES▸ Data Reporting & Permitting System Efficiency Permit/plan review · Inspections · Licensing ·

▸ Zoning & Regulatory Reform: ex. Residential-in-commercial zoning (feasible). Reform aimed at Local Government. Ex. Proposal: Create a FUND for Local Gov’t to adopt positive zoning/codes/land use rules leading to abundance.

Task Force #2 — STRUCTURAL EQUITY▸ GRT / Taxation on Housing Development

Ex. CHALLENGES:

NM imposes double the GRT of surrounding states for comparable housing. When municipalities express concern about a diminished tax base, remind them the base has already functionally increased due to cost increases. Note: overly regulated with high licensing requirements.

Ex. Property Tax “Lightning” Issue – Major impediment since 2024: Prop Tax spikes triggered at the point of sale due to new assessments.

NM risk: losing deal-flow churn. Rural NM needs set-asides, credits & programs beyond the Rio Grande corridor.
